Title 運用溫室氣體模擬模型進行區域節能與減碳策略分析專案工作計畫
Abstract 在節能減碳的國際潮流下,我國政府亦展現積極推動建築節能減碳的決心,執行多項的建築節能減碳計畫與方案。大部分的建築節能減碳計畫多以技術開發與政策修訂為主;以技術面為例,其效益之評估係以單一建築物改造前後之差距,換算為節能減碳的效益;而政策修訂,則多以標竿國際政策為主,再據以修訂舊有政策。然上述執行方法卻未能全面掌握各項節能技術對於社區尺度的減碳效果,致產生政策施行前評估資訊不足,而不易評估這些計畫執行後對全國減碳目標的效果。自102年起,我國環保署與美國環保署、能源部共同簽訂環保及清潔能源科技合作協議,配合該協議,本計畫將協助鏈結溫室氣體模擬模型(MARKAL)與全建築能耗分析模型(EnergyPlus),建立我國住商建築參考建物模型(Reference Building Model, RBM)與住商部門溫室氣體減量模擬模型,進而依據上述分析成果提出我國區域型節能減碳策略與預期成效。本計畫工作目標如下:(一)利用建築能耗分析模型(EnergyPlus Model),建置我國住商建築參考建物模型(Reference Building Model, RBM)。(二)運用本案建置之參考建物模型,進行建築耗能分析及研提減碳策略建議。(三)配合建築物區域能耗模擬,建置區域住商部門溫室氣體減量模擬模型,研析減量效果。(四)協助掌握國際動態,促進社區/城市等區域減碳策略與經驗之國際交流。
EngTitle Assessment of community energy conservation and carbon reduction by using greenhouse gas mitigation
EngAbstract Saving energy and reducing GHG has become a global trend. Our government also shows an aggressive ambition to promote it including the building sector, of which consumes 21-23% of total energy in Taiwan. Most of the government-funded programs are either to develop new technologies or to amend existing regulations. However, due to the lack of understanding of each technology to a large scale, e.g. a community, the effect of applying new regulations is sometimes unclear to the national targets. Since 2013, Taiwan EPA and the U.S. EPA and DOE have concluded three agreements on environmental protection and atmospheric monitoring. By following the agreements, this project will help establish combination of technical-economic models of regional energy systems (MARKAL) and a whole building energy simulation program (EnergyPlus) to create two Reference Building Models (RBM) to become inputs of Taiwan’s MARKAL. Eventually, the new regional energy model will provide recommended strategies and possible outcomes of Taiwan’s building sector. Four major targets in this project are:1.Develop domestic reference building models (RBM) by using EnergyPlus.2.Analyze building energy consumption and propose carbon reduction strategies via the reference building models.3.Develop the CO2 mitigation model for a community with both residential and commercial buildings, and analyze carbon reduction effect based on it.4.Keep track on the activities of related international organizations, and share experiences of carbon reduction strategies and low-carbon communities with each other.
