Title 102年度臺南市固定空氣污染源許可審查及巡查管制計畫
Abstract 本年度計畫作業項目包含:(1)資料庫之擴建、維護更新;(2)許可作業;(3)排放量申報審查及查核作業;(4)稽查檢測作業;(5)逸散性粒狀物管制;(6)辦理說明會;(7)戴奧辛管制;(8)異味陳情案件管制;(9)其他工作項目。本計畫自102 年1 月10 日起執行至103 年1 月9 日止,除二則新聞稿外,其餘全數量化工作均均於期限內完成,專案小組除每月配合環保局工作檢討會,依循各項內部教育訓練及品保做業外,在計畫執行中亦配合環保局SIP 計畫查核,以確保各項工作進度及品質,本年度各項工作結果說明如下。一、資料庫之擴建、維護更新本年度須執行資料庫更新、擴充及維護的公私場所共1,086 家,本計畫至103 年1 月9 日止專案小組共完成1113 家現場清查作業現場查核(包括1080家更新、33 家擴充作業,其中1,068 家已完成資料庫更新)。完成1,068 家清查資料庫更新後,全市固定污染源排放量如下:粒狀物為2561.6 公噸/年,硫氧化物為3920.7 公噸/年,氮氧化物為5044.3 公噸/年,揮發性有機物為3199.1 公噸/年。二、許可作業本年度共核發553 張許可證,包括設置49 張、變更32 張、操作61 張、異動154 張、展延175 張、換補發71 張、生煤許可11 張,文書平均審查日數為14.83 日/件,並協助117 件專責人員異動申請案件處理及鍵檔。在許可證查核部份,已完成821 張許可證查核作業(包括733 張環保局、88張南科及科工管理局所核發),查核不符張數總計72 張,不符率為8.77%,目前70 件已提出改善(其中,40(張)製程已取得新證、14(張)製程目前正在審查中、16(張)認定為已完成改善)。三、排放量申報審查及查核作業目前本計畫針對臺南市需排放量上網申報的公私場所共有360 家進行排放量申報管制作業(其中第一批100 家,第二批260 家),101 年第4 季~102 年第3季之應申報件數為1423 件,申報率為100%,且全數完成審查,審查結果申報正確者1088 家佔76.5%,限期補正資料者335 佔23.8%。現場查核共進行311臺南市政府環境保護局「102 年度臺南市固定空氣污染源許可審查及巡查管制計畫」期末報告ii家申報排放量查核,其中查核結果申報正確者292 家佔93.9%,限期補正資料者19 家佔6.1%。限期補正者,其主要原因為製程原燃物料申報狀況與現場不符共計9 家佔47%。目前本計畫針對臺南市溫室氣體排放量上網申報的公私場所共有19 家進行排放量申報管制作業(第一批19 家),102 年第1 季~102 年第3 季之應申報件數為57 件,申報率為100%,且全數完成審查,正確率為100%。四、稽查檢測作業現階段針對排放管道(粒狀物、硫氧化物、氮氧化物)稽查檢測已執行12 根次,排放管道戴奧辛則已執行9 根次檢測,排放管道重金屬(鉛、鎘、汞、砷)則已執行5 根次檢測,周界粒狀物稽查檢測亦已完成12 點次,本計畫針對歷次定檢結果硫氧化物濃度較高者進行燃料油含硫份抽驗,完成30 點次,以上稽查檢測結果均符合排放標準。五、逸散性粒狀物管制本計畫針對「固定污染源逸散性粒狀污染物空氣污染防制設施管理辦法」規範行業別進行現場查核及輔導作業。102 年4 月9 日前即完成全面性第一次清查,查核對象共計215 家,其中207 家符合法規,初段符合率94.22%。而經過全面清查後,專案小組擬定分級管制之巡查頻率及家數為:第一級(每月巡查一次)10 家,第二級(每2 月巡查一次)61 家,第三級(每4 月巡查一次)142 家。5 月份後執行分級管制初期開始針對污染情形較大之ㄧ級逸散源加強巡查,其巡查共508 家次其中431 家次查核不符,均已於1 個月內完成改善,其中不符項目已堆置場不符51 次及車輛清洗17 次為最多,在其加強複查及歷經分級管制後各逸散污染源多已能注意管理法辦之規定並確實執行,本項作業統計至12 月底整體平均法規符合率為83.87%。六、辦理說明會專案小組已辦理四場次說明會,分別為「溫室氣體排放量申報制度暨系統操作宣導說明會」,於102 年03 月28 日假巨匠電腦南區認證中心3F,係使轄區內所屬之公私場所瞭解目前環保署溫室氣體排放量申報法規內容及未來政策執行方向,以利後續管制作業推動。另外,為宣導『固定污染源逸散性粒狀污染物空氣污染防制設施管理辦法』,提升業者法規符合度,專案小組並於102年4 月9 日辦理一場次「固定污染源逸散性粒狀污染物空氣污染防制設施管理辦法宣導說明會」。而由於環保署已於102 年3 月29 修正公告「公私場所固定臺南市政府環境保護局「102 年度臺南市固定空氣污染源許可審查及巡查管制計畫」期末報告iii污染源空氣污染物排放量申報管理辦法」及「排放量計算方法規定」,為使業者瞭解本次修法之重點,專案小組於102 年8 月30 日分區舉辦「固定污染源排放量上網申報法規宣導說明會」共計2 場。七、戴奧辛管制作業台南市適用戴奧辛行業管制規範列管名單共56 家(73 根數),目前已完成51 家(58 根數),其中戴奧辛法規符合度查核有1 家不合,符合率為98%,許可查核方面則有2 家不符,符合率為96%,有缺失之工廠皆已改善完成。另今年度至12 月底已完成35 根戴奧辛定檢作業。八、異味陳情案件管制作業(一)定期異味巡查作業截至102.12.31 止,總計巡查365 件次,其中針對轄內重大陳情專案列管業者,執行每週定期巡查,其餘則依據101 年度陳情數量,依序擬定每週、雙週、每月等頻率。經巡查後,提報有污染疑慮者,建請 貴局執行稽查或稽查檢測作業,透過主動巡查監督,監督業者污染防制情形,提升污染管制成效。(二)Long Stay 駐點異味巡查截至102.12.31 止,總計Long Stay 駐點異味巡查15 次,除了定期巡查外,再輔以Long Stay 駐點巡查,並搭配附近學校、社區之民眾訪談,期望藉由巡查提醒工廠注意異味污染防制之重要性,並藉此讓附近居民了解環保局管制及改善民眾生活品質之決心。(三)異味污染源現場輔導本年度辦理11 場次之異味污染源現場輔導作業(包含VOCs 減量輔導),篩選尚未執行輔導,且有污染改善疑慮業者,邀請專家學者進行現場勘查輔導,相關辦理時程請參閱5.5 章節。另針對前四大屢遭異味陳情業者(欣瀛科技、欣岱實業、物阜生化及廣政製革),則邀請委員並跨本局相關業務科室(如廢管科、水土科、稽查科等)聯合召開,針對該屢遭陳情工廠之異味製程及防制設備提出審查意見及建議,要求業者提出改善計畫,並針對會議意見進行改善,且持續追蹤該廠改善進度及狀況並列入每週五大陳情內部檢討會議內容進行討論。臺南市政府環境保護局「102 年度臺南市固定空氣污染源許可審查及巡查管制計畫」期末報告iv九、其他工作項目(一)配合宣導空氣污染相關環保新聞見報:已有10 則見報。(二) 配合環保署及本市SIP 計畫,製作各類管制報表及資料整合工作,並於規定時間內提交本計畫各類工作進度及成果報表。(三) 提供公私場所有關環保署空、水、廢、毒管理資訊系統(EMS)之空氣污染部分操作諮詢。

(9)Other work items.This project was empowered by a contract which issued by the Bureau ofEnvironmental Protection, Tainan County. The project started from 10th January2013 till 9th January 2014. This report concludes the outputs for each work itemsfrom10th January 2013 till 9th January 2014. Summaries of each work items are asbelow:1. Database establishment, upgrade and data QA/QCThe core task of this work item is maintain the emission inventory database update.We renew 1113(100%) emission data and add 1 new emission data. A total of 1113emission data had been key in in the system.Annual emission amount is about 2561.6 ton of particles, 3920.7 tons of SOx, 5044.3tons of NOx and 3199.1tons of VOCs.2. Stationary Sources Permit application documents exam and issue,including permit inquisition.In the management and issuance of permits, 553 permits have been issued,including 49 installation permits, 32 modified permits, 62 operation permits, 154change permits, 175 renewed permits, 71 re-issued permits and 11 coal-fired permits.Periodic inspection for operation permits has been performed on 821 operationpermits. Among them, 72 operation permits didn’t meet the contents of permits, andthe discrepancy of inspection was 8.7%. Further, the plants have been asked tomodify and improve the inconformity. 70 plants reported their modification orchanges, and got new permits which fit their status quo.3. Check of annual reports of air pollutant emissions quantities from officiallyannounced Stationary air pollution source臺南市政府環境保護局「102 年度臺南市固定空氣污染源許可審查及巡查管制計畫」期末報告viii360 stationary pollution sources are required to report annual emissions byregulation in Tainan City. The reporting rate of it has reached 100%. Inspection forreporting annual emissions was conducted on 311 plants; 93.9% of it provedcorrect(292 plants),6.1% of it showed discrepancy(19 plants).4. Inspection by air pollutant testing.Inspection by air pollutant testing was performed to fulfill the midtermrequirement, 9 plumes for Dioxin testing, 5 plumes for heavy metal testing, and 12plumes for SOx, NOx and particulate. We also took 30 fuel samples from differentplants to check if the sulfur in the sample violets the standard (0.5%). The results ofthe total suspended particulate in ambient air times are in compliance with standards(500μg/Nm3).5. Control of Fugitive Dust Air Pollution from Stationary Pollution Sources.To inspect the industry that has been specified by management regulations forfugitive particulate emissions on-site and to assist to improve. The firstcomprehensive inventory completed within two months. We classified 215 factorieswhich listed in management for inspection. The inspection results showconcentration control can force high pollution manufacturers truly improvements.6. Holding assemblies.4 assemblies were held during this period. The first one is held for announcingthe new regulation of Green House Gas report for officially announced air pollutionsources. The second one is held for the regulated Fugitive Dust Air Pollution fromStationary Pollution Sources, in order to make they understand how to comply withthe Management Regulations for Facilities to Control Fugitive Dust Air Pollutionfrom Stationary Pollution Sources.7. Control of Dioxin emissions.On-site inspection works had been performed on 56 plants with 73 stacks and 2 ofthem were under Dioxin monitoring span supervision. The results demonstrated allof them could meet the requirement and emission standard.8.
